He was probably checkin' them out for parasitic insects he could snatch off of the folds in their hides or for any 'crumbs' they might drop on he ground as they lumber along!
Regardless of the actual reason he was observing them intently,Eileen,you managed to capture a splendid looking photo of him,my friend! : )

A very nice shot that is well cropped. The light is beautiful and gives you great colors. The bird is quite sharp and the background is far enough behind the bird to be nice and soft.
