Very different bloom

Botanical Gardens, Adelaide and there is always something new to discover. I went to look at the waterlillies which are housed in the glasshouse and in the garden surrounding the man made pond was this bloom - is it a flower or is it colourful foilage. It was surrounded by some luch green leaves but I could not find a sign relating to the bloom so am still in the dark as to what it may be. If anyone knows would love to hear from you.
