This is an American White Pelican in breeding, they are one of the largest birds in North America and they are among the heaviest flying birds. They have a 9 foot wingspan. American white pelicans do not plunge dive to catch their prey like the brown pelicans do, instead they dip their bills into the water to catch their meals.

During breeding season they grow a projection or horn near the tip of their bill on the upper mandible which goes away after the breeding season.
