Not only spooked, they look truly sweet as well, and it is so nice the way they have put their heads together. I like the ways the greens at the front are framing them, and with the soft background the two of them are standing out in an excellent way.
Your photo is of course also nice and sharp and it is clear and well defined details to be seen in both animals. You have captured so well the expression in their faces, and the exposure is perfect.
The two otters have got a very good placement within the frame giving the composition a good balance. Indeed a lovely and well taken photo, and with a very good DOF.

The tense sense of this pair is captured but I really find myself focused on the leafy green heart shaped plants in the foreground. Without them, the picture of the damp hard-scape would be depressing. Don't know right way to define artistic skill but do like your subject!
