Interesting shot. Nice changes. Vivid colors make it pop out, which gives it good initial impact. Good center of interest and creativity. Vignette gives it a nice subtle appeal.

How creative. Generally I don't like fish. Of any kind. But this isn't a real fish so it doesn't matter as much. I love the framing you have used in the picture. The swirled reflection is a wonderful touch. Quite unique.

Creativity of presentation: Excellent placement of CoI w/in frame; 'reflection ripples' add energy, motion, perspective
Color harmony: Wonderful complimentary colors. They pop so well against the blue
Center of interest: Have never seen a weather vane like this. Great spot to have it, next to the sea!
Tech excellence: Sharply focused; DoF perfect
Technique: Your choice & use of post-processing in mixed media is a great idea. Impressive.
Storytelling opp's: Yes
Lighting: Good
