AS you say the lady has a nicely decorated face and that adds to the interest of the portrait. The fact she did not know she was being taken and this is not a posed shot adds to it. If it had been posed i would have suggested trying to get her to move just a little so you managed to capture catchlights in her eyes. but if she was unaware then that was not possible so the shot is as it stands.
Good framing , you have not cropped in too much and leaving the arms over the fence add to the story telling of the lady "watching"
I am sure she would have loved a copy of the omage. Top mark, WELL DONe.

Wonderful photo captureof natural beauty enhanced with makeup. Her eye gaze is relaxed and inviting...I want to see the tourists too! Your use of the dark background makes her stand out. Everything is in focus. Very nicely done.
