I love the graduations of tone in this photo. To me, it's what makes everything work, And the composition. The bright green color of this lizard adds much appeal and really captures the eye.

Composition/Balance: 5 Nice filling of the frame with the lizard and enough of the fence for us to recognize it. The negative space is minimized
Exposure/Lighting/Contrast: 5.5 Love the filtered light here with the soft shadows adding to the shot rather than taking away.
Background/Isolation of key subject: 5 Fabulous solid background.
Saturation/Color Harmony: 6 Love how the fence and the background all fall into the same palette of neutral and than BAM! Here comes that GREEN!
Lines, texture, pattern: 5.5 Great textures here! Love the scales on the lizard and the texture of the slightly rusted fence.
Overall Interest: 5 Love these guys...who could not!
Technical excellence: 5.5 Super sharp with great details.
Story telling ability: 5 For some reason I feel like he is about to break out into a song! What was the song Kermit sang???
