This is a very good start into what I would anticipate to be a very delightful painting. I feel that you stopped short of completion in that the water needs more contrast in the shadows of the waves and definately the under the dolphin. I hope I'm not coming across to harsh, but I really feel you have something special here. I suggest you look at all the pictures you can of splashing waves and try and implement the different textures, highlights and reflections. This painting warrants that type of investment.

What I like the best about this painting is the all the lovely blue tones. Because of this, the painting is of course a good entry for the contest. I like the way you included the wave in front of the dolphins, and I also think the dolphin itself is well painted.
I can also see the bold brush strokes and the finer ones in the white framing of the small waves of the foreground.
I do however think the composition is off. At the bottom half of your painting it is not very much going on while all the action is concentrated in the top half with the dolphins and the big wave. This makes the composition a bit unbalanced in my opinion, and especially since the dolphins are so close to the top frame.
It is well painted, but I think the composition needs to be improved. Still I wish you luck with the contest.
