In that condition I am not sure it was safe for people either. Nice shot with good perspective and DoF. Nice colors in the sky. Looks like a little snow. Makes for an interesting story. Well seen.

This is a wonderful shot. It looks so familiar as there is an exact bridge like this in Glendon, Pa near my brother's house. It has rocks blocking the path for cars. It's an old bridge that nobody seems to want to fix...so, they let it as a walkway to a park. It crosses a canal right before the Lehigh river. Love the way you have captured it with the sunset and frozen waters below it.

Your cropping efforts are perfect - the front of the bridge is equally cropped and makes a long diminishing perspective.
Lots of visual impact.
White balance control is excellent - no blown out spots in the snow.
The main element is well captures and well placed in the frame.
